Addresses of validator delegators from which less than 10$ equivalent is delegated
For example, an address from which 0.1 $ATOM is delegated is considered a dust address until the price of $ATOM rises above 100$
If the price of $ATOM rises above 100$, then the delegation of 0.1 $ATOM will become higher than 10$ equivalent, and addresses with such delegations will no longer be considered "dust addresses"
Dust addresses can only claim to receive Common
In order for an address to start claiming to receive Bronze, Silver, Gold, Platinum or Diamond , the address must no longer be considered "dust address"
Addresses from which delegations to the validator became higher than 10$ equivalent, stop to be considered "dust addresses"
